Legal Background

In the struggle against environmental pollution, the European Community has set itself ambitious goals to reduce pollutant output and has imposed uniform environmental standards in all the member states.

Although the main emphasis a few years ago was on reducing nitrogen, sulphur and carbon monoxide emissions, it is now on reducing gaseous organic emissions – collectively known as VOC’s (volatile organic compounds).

have been issued by the European Union, for this purpose and have been implemented accordingly under the law pertaining to each country.
The crucial clause of the German federal emissions control law e.g. describes the objectives as follows:

§ 1: The purpose of this law is to protect humans, animals and plants, soil, water and the atmosphere as well as cultural and other material objects against harmful environmental effects and to prevent harmful environmental effects from being produced.
